DA Lowdown: Club seeks changes, modifications to child care centre

Application: Rydalmere Bowling Club looking for upgrades

Parramatta City Council has received a Development Application (DA) for upgrades to Rydalmere Bowling Club located at 6 Park Road in Rydalmere.

The proposal outlines a series of upgrades to improve accessibility funded under a grants Program.

“The proposal seeks to deliver essential upgrades to a critical piece of social infrastructure within the Local Government Area (LGA),” the Statement of Environmental Effects (SEE) attached to the DA said.

“The proposed works are partially funded under the Western Sydney Infrastructure Grants Program and comprise a range of targeted improvements, including provision of a lift, upgraded accessible amenities, compliant ambulant facilities, mechanical and fire safety upgrades, and enhancements to accessible parking and circulation.

“Collectively, these works aim to significantly improve the Club’s inclusiveness, accessibility, and long-term functionality for both members and the wider community.”

The proposed upgrades are not expected to have any adverse impacts on the surrounding community.

“The development will not result in any significant environmental impacts, with potential effects limited to minor construction-related activity that can be appropriately managed,” the SEE said.

“The works have been sensitively designed to respect the surrounding residential and open space context, ensuring the upgraded building remains compatible with the existing built form and landscape setting.”

The DA comes as part of the wider Rydalmere Park Masterplan that is seeking to guide a long-term redevelopment of the park.

The masterplan was first adopted by Parramatta Council in 2019 and is being delivered in a staged approach with Stages 1 and 2 already complete.

If approved by Parramatta City Council, construction on the refurbishments is expected to commence in mid-2026.

Application: Modification seeking design changes at childcare facility in Northmead

Parramatta City Council has received a Development Application (DA) for modifications to a pre-existing DA for an 86-place childcare facility at 5 Marys Street, Northmead.

The proposed modification primarily relates to design and compliance refinements that don’t alter the approved use, child capacity or staffing numbers.

“The changes involve adding essential building services and safety features, including a sprinkler system, MSB room, intercom, and egress stairs, along with minor car park and access updates such as a speed hump, pedestrian path, and one fewer car space (now 23 total),” the Statement of Environmental Effects (SEE) attached to the DA said.

“Floor layouts have been refined for compliance, and the first floor slightly lowered to fit the lift overrun within the height plane.

“Overall, the modification improves safety, services, and access without increasing the approved childcare capacity.”

Parramatta City Council will now assess the application.

Approved: Childcare facility gets greenlight for increased capacity

Parramatta City Council have approved modifications to an existing Development Application (DA) for the construction of a two-storey childcare facility with capacity for 55 children to increase the number of children to 80 and associated internal and external alterations.

“The Development Application was approved for a two-storey childcare facility, with indoor and outdoor play areas on the ground floor, and administrative areas on the first floor including a staff room, staff balcony, office, kitchen, laundry and amenities,” the Statement of Environmental Effects (SEE) attached to the DA said.

The approved modifications will largely affect the first floor.

Despite the modifications, the centre will operate under the same guidelines detailed in the original DA.

“The proposed facility will continue to be substantially the same as that approved under the previous DA, in that it will operate as a two-storey childcare facility with basement level parking,” the SEE said.

This modification proposes no changes to the approved building height, vehicle access and parking scheme, and with minimal changes to landscaping, deep soil and waste arrangements.”

The childcare will now accommodate 80 children and will operate between 7am and 6pm Monday to Friday.

Approved: Approval given to new hotel and co-living accommodation in Lidcombe

Parramatta City Council has approved a Development Application (DA) for the change of use of levels one to seven to a commercial hotel or motel across levels one and two and a co-living space on levels three to seven at 5 Uhrig Road, Lidcombe.

The development will deliver 43 co-living rooms and 33 hotel or motel rooms.

“The proposed hotel or motel accommodation and co-living housing accommodation provides short- and long-term housing options that support the needs of visitors, workers, and residents, directly aligning with the objective to offer a range of uses that serve the local community,” documents said.

“…the proposal contributes to a more vibrant and diverse centre.”
